About Kristina

Kristina Haycock, AICP, is the founder and principal planner of Foxlight Consulting, a land-use and entitlements consulting firm serving clients throughout Western Washington.

Kristina brings experience from both sides of the development process, having worked as a municipal land-use planner with the City of Tacoma and later as a Land Entitlements Manager in private consulting. Her work has included development feasibility, zoning and code interpretation, entitlement strategy, complex permit review, pre-application and discretionary review processes, agency coordination, and development problem-solving.

She specializes in taking complicated regulations, site constraints, and permitting requirements and translating them into clear, practical guidance that helps clients understand what is possible, where risk may exist, and what steps can move a project forward.

Kristina is a certified planner through the American Institute of Certified Planners and is currently completing a Professional Science Master’s in Environmental Sciences, expected in 2027.

Foxlight was created around a focused consulting model: clients work directly with the person analyzing the project and developing the strategy, without unnecessary layers between the question and the answer. The result is thoughtful, responsive guidance grounded in both regulatory experience and an understanding of how projects actually move through the development process.
